Emanuele Lobina joined the Public Services International Research Unit (www.psiru.org) in 1998, after collaborating as a research associate with the Swiss Graduate School of Public Administration and the University of Siena in Italy. PSIRU became part of the University of Greenwich in 2000, when Emanuele also joined the university. He has contributed significantly to PSIRU's research work on the water sector.

Emanuele has written more than 30 peer refereed articles and book chapters, and over 100 discussion papers and conference papers, and his work has been published and translated into English, Portuguese, Spanish, French, Italian, German and Russian. Emanuele takes an interdisciplinary approach that includes a number of allied disciplines: political economy, development studies, political science, sociology, planning and public administration.

Emanuele is regularly commissioned for research work by, and provides policy advice to, international organisations, central and local governments, trades unions, non-governmental organisations and professional associations. He has been a lead consultant for the European Commission contract on assisting Partnerships for Capacity Development in the ACP (African, Caribbean and Pacific) Water and Sanitation Sector, 2010–12 (Service contract 2010/236-444), and project manager of the British Council-funded project on Strengthening water and sanitation capacity in Russia (2012). He is also a member of the Technical Advisory Group on Water and Sanitation, coordinated by the Pan-American Health Organisation,and is mandated to analyse the national plan to eliminate cholera from Haiti from 2012–22.

  • the development of a heterodox and critical realist theory of the firm
  • the comparative efficiency of public and private water operators
  • the economic and social impact of public–public partnerships
  • the policy diffusion of public–public partnerships and international programmes supporting not-for-profit partnerships for capacity development
  • the economic and social consequences of privatisation and liberalisation
  • the economic and social impact of and trends in remunicipalisation
  • the role of institutions and policies in sustainable water development
  • the role of public participation in water service governance
  • the role of social mobilisation in water service governance.

In all subjects his research covers developed, transition and developing countries.
