SSEC helps build evaluative thinking and culture at Greenwich by embedding a theory-based approach that utilises theory of change for intervention design and evaluation. This is being achieved by implementing the student success evaluation framework and building evaluation capacity through development and training opportunities.
Student Success Evaluation Framework
Our Student Success Evaluation Framework covers process and impact evaluation by outlining a road map for developing evidence-based student success interventions, creating theories of change, monitoring implementation, assessing impact, and sharing learning. It encourages
- A people-oriented approach that empowers all stakeholders and gives voice to the marginalised.
- A theory-based approach that clearly maps how change is expected to happen.
- Results-focused accountability, linking planning, delivery, monitoring and evaluation.
- A value-led approach that embodies our values of inclusion, collaboration, impact, and sustainability.
The Student Success Evaluation framework has four stages: Assess, Act, Appraise, and Articulate that help staff design effective interventions, understand their impact, and share what they’ve learned.
Assess
We begin by asking why change is needed, what it should look like, and how it might be achieved. Using our six-step Theory of Change guidance, we work with stakeholders to map out the story of how an intervention is expected to make a difference.
Act
Next, we put plans into practice. Evaluation is built in from the start, with a clear plan based on the Theory of Change. This ensures activities are designed with measurable outcomes and that stakeholders are engaged throughout.
Appraise
We then track delivery and measure impact. By collecting and analysing data as interventions run, we can assess what’s working, what needs adjusting, and how students are experiencing change.
Articulate
Finally, we share what we’ve learned. Evidence only has value if it is used, so we ensure findings reach the right people in the right way – from senior leaders to students and sector partners. This shapes future decisions and drives improvement.
Evaluation Development and Training (2025–26)
We’re building evaluation capacity across Greenwich so more people can design effective interventions, measure impact, and share what works. This year, our development offer will:
- Raise awareness and use of the Student Success Evaluation Framework and its guidance, templates and tools.
- Grow understanding of what works to improve student outcomes and how to evidence it.
- Build shared responsibility within teams for planning and delivering evaluations.
- Develop confidence and skills to design evidence-informed interventions, monitor delivery, measure impact and make evaluative judgements.
What Works seminar series
In partnership with University Alliance, our online What Works: Student Success Interventions & Evaluation for Positive Change seminars spotlight interventions that improve access, continuation, attainment and progression. Each session features a sector practitioner sharing their design, delivery and evaluation and a mini evaluation training segment to strengthen your practice.
Evaluation Exchange (APP team workshops)
Evaluation Exchange workshops help teams apply the Student Success Evaluation Framework to APP interventions. Sessions are tailored to the needs of individual teams and provide space to co-produce Theories of Change, evaluation plans, and monitoring/reporting materials aligned with APP requirements.
