Accessibility statement for Bloomberg (Terminal software)

This accessibility statement applies to Bloomberg software installed in the Bloomberg Terminals in D215E Trading Floor.

This software is a client service run by Bloomberg and licenced to the University of Greenwich.  It maintains a high level of accessibility in screen reader compatibility and colour vision deficiency support.

  • Some news videos are not captioned.
  • Audio description is currently not provided for videos.
  • Semantic tagging is not implemented in the content.
  • Two dimensions scrolling is required when browsing complex tabular data.
  • Line height cannot be changed.
  • Password is the only log in method for the Bloomberg software.

We provide a text relay service for people who are D/deaf, hearing impaired or have a speech impediment.

The University of Greenwich is committed to making its software accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The software has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • Some prerecorded videos are not captioned, such as the news archives in which only a text summary of the video is provided. This fails WCAG 1.2.2 Captions (Prerecorded). Bloomberg is in the process of adding captions to prerecorded videos. Meanwhile, users can request for close captioning services from the University. Please contact the GBS Learning Technologies Team for support at gbs-lt@greenwich.ac.uk.
  • An alternative for time-based media and audio description for prerecorded video are not provided. This includes all news videos and archive videos. This fails WCAG 1.2.3 Audio Description or Media Alternative (Prerecorded) and WCAG 1.2.5 Audio Description (Prerecorded). The alternative means of content provision are captions and text summary. A request for audio description in all videos will be sent to Bloomberg.
  • The software does not make use of semantic tags in most of its content screens. This fails WCAG 1.3.1 Info and Relationships. Since the interface is word-based, users can make use of screen readers to interpret the structure and relationships of different sections. A request for implementing semantic tags will be sent to Bloomberg.
  • URLs and internal links are not differentiated visually. This fails WCAG 1.4.1 Use of Color. Users are advised to pay attention to the link text to interpret whether the link is a URL or an internal link. A request will be sent to Bloomberg to improve the colour scheme and alternative descriptions of links.
  • The cancel pages and marketing screens contain images without alternative text. This fails WCAG 1.4.5 Images of Text. Users of the Bloomberg Terminals can ask for support from the staff on duty in the Trading Floor. This has minimal impact on user experience as it represents an immaterial portion of the content in the Bloomberg Terminals. A request for improvement will be sent to Bloomberg.
  • In the demonstration of complex tabular data, scrolling in two dimensions is needed. This fails WCAG 1.4.10 Reflow. Users of the Bloomberg Terminals can ask for support from the staff on duty in the Trading Floor. A request for improvement will be sent to Bloomberg.
  • The contrast ratio of checkbox and radio buttons is lower than 3:1 when in default and disabled state. This fails WCAG 1.4.11 Non-text Contrast. Alternatively, users are advised to magnify the screen when viewing checkboxes and radio buttons. The contrast ratio fits the required standard when checked or selected. A request for improvement will be sent to Bloomberg.
  • In Bloomberg Terminals, line height cannot be changed in all screens. This fails WCAG 1.4.12 Text Spacing. Users may magnify the screen up to 400% when viewing the content. A request for improvement will be sent to Bloomberg.
  • The rich tooltips cannot be dismissed without moving the pointer hover. The rich tooltips are not hoverable, which disappear when the pointer moves away from the triggering area. This fails WCAG 1.4.13 Content on Hover or Focus. Users may magnify the screen up to 400% when viewing the content. A request for improvement will be sent to Bloomberg.
  • There is time limit in showing the prices in all price tables across all market screens. This fails WCAG 2.2.1 Timing Adjustable. Real-time exception is applied in this non-compliance. The time limit is a required part of real-time market transactions.
  • Prices in all price tables across all market screens are auto-updating. Users cannot pause, stop or control the update frequency. This fails WCAG 2.2.2 Pause, Stop, Hide. This non-compliance is required to maintain the truthful demonstration of rea-time market prices. Content that is updated periodically by software or that is streamed to the user agent is not required to preserve or present information that is generated or received between the initiation of the pause and resuming presentation, as this may not be technically possible, and in many situations could be misleading to do so.
  • The Bloomberg software does not support programmatically detectable human language at passage and phrase level. This fails WCAG 3.1.2 Language of Parts. Users of the Bloomberg Terminals can ask for support from the staff on duty in the Trading Floor. A request will be made to Bloomberg for improvement.
  • The Bloomberg software auto-corrects input errors without descriptive text of the error. This fails WCAG 3.3.1 Error Identification and WCAG 3.3.3 Error Suggestion. Users’ experience will not be affected as the input errors are corrected by the system. A request will be made to Bloomberg for signifying the users when auto-correction is implemented.
  • In some input fields, labels or instructions are not provided when they require user input. This fails WCAG 3.3.2 Labels or Instructions. Users of the Bloomberg Terminals can ask for support from the staff on duty in the Trading Floor. A request will be made to Bloomberg for improvement.
  • The Bloomberg software can only be logged in with a password. This fails WCAG 3.3.8 Accessible Authentication (Minimum). Users with difficulty when logging in the software are advised to seek support from the staff on duty at the Trading Floor. The GBS Learning Technologies Team will evaluate the feasibility of implementing fingerprint recognition in accordance with the University’s biometric information security measures.

For actions that require changes by Bloomberg, we will provide regular updates about our supplier’s roadmap for fixes.

This statement was prepared on 13th November 2024. It was last reviewed on 13th November 2024.

This software was last tested in November 2024. The test was carried out internally by the GBS Learning Technologies Team within the University of Greenwich. The testing included manual testing and testing with assistive technologies. Specific tests include keyboard test, colour blindness test, zoom test, text spacing test, colour contrast test, and screen reader test. Testing was completed against WCAG 2.2.
